I was once in a 3rd world country and our motercade came up on the outskirts of a very posh(ish) town with sprawling houses, masisve gates, 2 security details on every corner...the entire 9.
We then saw a cluster of few hundread shacks. I couldn't help but ask my translator what the deal was. He went on to tell me that poloticians move in people to change the demographics of the area and for more votes in local elections.
